Below is the translation of Japan Post Announcement:

On July 30, 2025, the U.S. government announced a presidential order titled “Suspension of De Minimis Exemption for All Countries” regarding mail sent to the United States.

Under this order, mail containing items imported for personal consumption (taxable mail) will no longer be exempt from duties, and tariffs will be applied for shipments sent on or after August 29, 2025.

On August 15, 2025, the U.S. Customs and Border Protection (CBP) issued new guidelines regarding the removal of the de minimis exemption, which require carriers to pay customs deposits and prepare customs declarations. However, the procedures for carriers and postal operators in each country remain unclear, making implementation extremely difficult.

As a result, from Wednesday, August 27, mail to the U.S. containing the following items (small packets, parcels, and EMS goods) will be temporarily suspended, in line with other national postal operators:

- Gifts between individuals with a declared value exceeding $100 USD

- Items imported for commercial sale

Exceptions: Mail containing letters, postcards, printed matter, EMS documents, or personal gifts with a declared value of $100 USD or less will continue to be accepted.

As an alternative to this suspension, our international courier service UGX (Yu-Global Express) can handle shipments in compliance with U.S. customs regulations.

We sincerely apologize for the inconvenience and thank you for your understanding.
